Kuala Lumpur mayor Datuk Seri Fadlun Mak Ujud said DBKL is renting out vacant night-market lots for as little as RM1 per day. The rate is intended to encourage people to start trading rather than leave vacant market spaces unused.
According to The Star’s 14 September report, the Fiesta Pasar Malam event opened up about 3,000 vacant lots for on-the-spot applications. Fadlun said applicants who met the requirements could receive same-day approval, and two locations had already been fully taken up by the time of the event update.
That does not mean every market stall in Kuala Lumpur now costs RM1 a day, or that every applicant is automatically accepted. The published account refers to vacant night-market lots under this DBKL push, with eligibility and availability still mattering.
02 · Priority goes to lower-income applicants
DBKL says priority for the vacant lots will go to people listed in the Implementation Coordination Unit’s hardcore-poor database. Federal Territories Minister Hannah Yeoh also described the programme as part of a broader effort to tackle urban poverty and make existing government support easier for small traders to access.
For a resident thinking about using the scheme, the sensible next step is to deal directly with DBKL rather than treating a social-media summary as an application form. Yeoh specifically urged eligible traders to apply through DBKL and avoid agents.
03 · Why DBKL is trying to refill the pasar malam network
Fadlun said Kuala Lumpur had more than 23,000 registered night-market traders before Covid-19, but the number fell after the pandemic as traders burned through savings and left the sector. The RM1 lots are therefore being framed as a restart tool, not simply a promotional discount.
Night markets are part retail, part food culture and part neighbourhood infrastructure. Empty trading lots mean fewer opportunities for small vendors and a thinner market for residents. DBKL’s approach is to attack both sides of the problem: reduce the cost of getting a space and improve access to working capital.
04 · Financing help is part of the package too
DBKL brought a long list of financing and microcredit organisations into the Fiesta Pasar Malam programme, including Agrobank, CIMB, Bank Rakyat, Bank Simpanan Nasional, SME Bank, Tekun Nasional, Mara, AmBank, Amanah Ikhtiar Malaysia and AKPK.
The important distinction is that these organisations do not all offer the same product or eligibility rules. The Star reported Fadlun citing an entry-level Amanah Ikhtiar facility of RM5,000 and larger Mara facilities that could extend to RM250,000. Those examples show the range discussed at the event; they should not be read as an automatic entitlement for every trader.

05 · What happened at Fiesta Pasar Malam Kuala Lumpur 2026
The one-day event was held at the Kuala Lumpur Football Stadium carpark in Jalan Yaacob Latif. The Star reported about 90 traders from 65 locations, including food trucks, taking part. Twelve were asnaf traders participating for the first time.
The event mixed actual trading with support services. Traders could learn about financing and licensing while DBKL promoted the vacant-lot scheme. The programme also included RM5 Menu Rahmah meals, shopping vouchers and other public activities — but the lasting story is the effort to create a cheaper path into regular night-market trading.
06 · What this means for KL residents
For would-be traders, the obvious opportunity is the chance to test a market business without a large daily site cost. For existing traders, the financing and rental-support elements may be just as important as the RM1 headline. For everyone else, the longer-term effect will depend on whether the scheme actually fills underused night-market locations and keeps new traders in business after the launch event.
